An artist can have a huge single or viral song, but not sell any tickets to their shows, because they don’t have any actual fans, just people that like a few popular songs by them

Ticket sales are more an indicator of how dedicated your fanbase is.
You can just have a lot of casual fans and technically be “bigger” obviously you would rather be an artist that sells tickets but that’s not the only way to judge how big someone is
