It's a $300-400M film (including marketing) that's a flagship IP sequel for a major company and clearly aiming for the sky here. A list films often cast A list stars to be major characters. This is a producer and studio demand if they're gunning for big returns

There's ample opportunity for the right studio films and indies to cast lesser known acts, or run casting calls and auditions for the perfect fit. Pointing fingers at BATMAN of all properties is a bit silly. There's going to be space for lesser known cast and crew to get a break as support, but obviously not as the names carrying the film.

A lesser known name doesn't need to be thrown into one of Hollywood's biggest productions just for the sake of it. If they're that talented to catch attention they'd already be getting other jobs and working the resume.

It didn't, but there were several newcomers and lesser known supports there. Reeves made an original character in Bella Real and cast Jayme Lawson in her first Hollywood role for instance. She'll continue on especially if they pit Penguin against her.

But its not like Matt discovered Jayme, she had the right connects coming out of Julliard to establish a Hollywood career and get attention. "Lesser known names" who get their big breaks in these films aren't just randos. They're talent Hollywood already had penciled in for casting directors and have the right agents. Ever since doing Batman, she's had an incredibly impressive resume up through Sinners and Running Man last year.

These films aren't casting just to embrace actors. They're looking for specific fits.
