They just wait for the green light once reviews and box office numbers come in, and build from there accordingly. He would never talk about 3 now because the 2nd is the only priority until 2027. These aren't predetermined plots and villains. Its like when Denis threw out uncertainty on Dune 2

WB/DC isn't letting Reeves, Rob and their biggest CBM franchise just stop. Part II is already one of the most anticipated films in Hollywood and seems intentionally slated for awards season. At bare minimum he's making 3 films.
