I dont think its their responsibility & i’d say both drake and kendrick have done so in a variety of ways. Both have their own careers and legacies to worry about & also its the artist they work withs job to capitalize on the opportunity

I think the idea of "putting on" if they're not signed to you is some falsehood internet s*** or manipulation to indebt a nigga to you
Like Drake helped Kendrick and especially Rocky a lot or even Migos and so on but he didn't "put them on" - they already had situations and going to majors that they were gonna be big regardless even if it wasn't "as" big initially, but would still be mainstream - Drake tho does have two with BlocBoy and Makonnen of artists that little to nothing going on prior (even tho not much happened afterwards can be said as a caveat)

everyone can't be a lil wayne or a gucci, and being cosigned by a popular rapper isn't guaranteed to get you to "successor mode" (e.g. gucci's label, ovo sweatshop, etc)
plus the notion of "waiting for a handout" just seemed very unpopular back in the late 90s to 00s. The internet killed Lakey The Kid's Nas diss partially cause he said "why you aint save me the way Em came and saved 50" (every clique/label in the world wanted 50 at that time btw, ppl gotta stop giving Em credit for 50.)

This is arguably one of the reasons hip hop feels dead. In the past artists made successful groups and labels that perpetuated success for decades. Now everyone just keeps to themselves and thats why u dont see anyone passing the torch
