Luke had one year of training tops before ROTJ. Also, the biggest problem with Luke was his reluctance to believe in the Force, as pointed out by Yoda. It's not just a physical power. Luke didn't believe he could lift his X-Wing so he couldn't lift his X-Wing.
Rey showed from the very beginning that she believed in the Force and was illumined by it. Her powers were never a problem but of course JJ made something to fallback on.
While i do not like what they did to rey's character Daisy ridley went crazy in this film. Rey vs kylo on the death star

It did, there's actually a canonical reason why Rey shouldn't be able to use Force Lightning but I guess she just can now cuz she's related to Palpatine.
I'm more so talking about the people who complained about it in the first two films.
