There is like a pool of around 20-30 rappers that you can pick anyone really out of and say they the goat and you have a case for it. It really only depends on what you value the most. Is it hits, influence, lyrics etc?
Personally I would put Pac and Wayne over Biggie just because his catalog is too short to put him in my top 5 or something. But I have a hard time deciding between Wayne and Pac. Probably Wayne > Pac > Biggie

Big and Pac are literal legends, not just in rap terms, but in book definition terms.3 different generations have had a chance to dethrone both of them, and people still uphold their influence and body of work against bigger bodies of work. Wayne is in the discussion, but art isn't about work ethic and Wayne definitely has some duds.

Wayne gave us Carter 1-3, Da Drought 1-3 and dedication 1-3 by the same age Pac and Big passed plus all his features plus all his hits. Pac and Big unfortunately passed before they showed what they could do as leaders with the crews they built, which Wayne then did with Nicki and Drake while still dropping Carter 4 and the 2 mixtapes I mentioned, all before having his fire stopped by jail and contract disputes and then still gave us Carter 5 which is quality lol
