It’s not whataboutism to contextualize the material and historical circumstances that led to something happening. The history of U.S. foreign policy post the collapse of the Soviet Union is integral to understanding the Russian and Ukrainian conflict. Highlighting what happened in Cuba is just an attempt to put it into perspective.

It is when you literally only compare it to show how bad the other side is as well. It wasn't contextualizing anything to compare America's foreign policy 110 years ago to now.
