I think when TLOP dropped one third of people were disappointed that it is not as cohesive and doesn't have many BARS from Ye, but another third thought that it is just new format and that YE can't do wrong so it should be a classic. The last third just bought the hype of listening party and merch and tour.
So since 66% of people think that it is cool, it became a classic.
Although I tried to get into TLOP but it is a bit annoying listening experience, short songs, in the abstinence of Ye's verses and lots of guests, skits get stale.
With nicer sequencing Donda is better than TLOP, highlights from Vultures 1+2 together better then TLOP. Ye feels like a slice of TLOP lol. JIK is undercooked thus too short. Bully has AI so by design it is worse then even Ye lol.

TLOP is a much much better full length listen as an experience but I don't care for the songs on their own much.
Donda is extremely messy & full of tracks I don't think I'd ever want to hear again. I hate Jonah with a passion & Come To Life is the most overrated Kanye song (by newer Kanye fans)
