I think it's partially him being black and also I think it's the teen hero thing if you think about it besides Kick Ass and Chronicle no one has done a teen hero film other than spiderman that was big.
Even Shazam all the posters sold the adult form not the teen
Him being black doesn't help but in general studios don't try and engage with teen heroes in a big way

Yeah of course but it's no reason to retcon Peacemaker it's written to be outside of most of the DCEU stuff besides one goofy cameo that's mostly a joke in the finale

Static Shock not being DC obvious competitor with the Spider-Man brand is insane tho such a waste and I don't think Blue Beetle will crossover the same

The X Men is actually a great example of a franchise that has teens as central to the plot but they reengineered it to be about the adults.
The teens weren't the leads and they didn't get actual teens in leads role until the final three films of the franchise(All three underperformed too) before that the lead was Logan who dominated the franchise.
Even DOFP ditched teen Kitty for adult Logan
