I'll give you that Hov was pretty much in a lane of his own at that point, but the only rap guys truly rocking skinny pants that weren't jerkers were Cudi, Ye and Wayne to some extent.(He didn't really get into skinny pants until C4 era) Cudi was the closest to that image your describing cause he looked less like a rapper and closer to an indie rocker of that era.
