It depends on how the self-harm is contextualized. On its own no. If it's used once to guilt-trip the partner into doing something I'd also tend to say no. If it's an extreme singular occurence or a re-occuring trope inside the relationship then yes.
My first ex threatened to kill herself if I left her. You could call that "emotionally abusive" maybe but honestly who tf cares about a random relationship. The situation becomes different if you've been together for years, or you're married, or you have children. It really depends on so many factors if you want the word to mean more than just "someone was s***ty to me".
And even if it was emotional abuse, what should the legal response be? How are you gonna punish someone for being an a******? That's the argument I was going for. Of course law and morals and psychology are all distinct categories
