I'd say so. Britney's tunes were everywhere and all over the world and they werent carried by a deranged fanbase mass buying the song. Sure, payola probably played a part, but her songs were very good regardless.

Ali Frazier got viewed by 300 million people worldwide, live. Less people watched Mayweather-Pacquaio and that set the PPV record. Tens of millions pirated Mayweather-McGregor. Still absolutely dwarfed by TV boxing in the 50s/60s on any given weekend. There were 3 TV channels.
Look at whatever you want. There's a dilution in audience base for pretty much everything. That's why movies are measured in box office and not tickets sold. More Chinese people see a Chinese movie you have never heard of than Avengers. That happens all the time.

She selling out damn movie theaters with a tour, has sold out stadiums in every continent, can release an album from 10 years ago all over again and doing 1 million pure first week. Britney was never doing any of that.
She is the the closest example to success back then 'when you had to go out and buy stuff' and her numbers objectively putting Britney's to shame. At this point Taylor will still be 50 years old pulling huge numbers because she knew how to market herself long term and not rely on selling s***or having disposable/trendy radio music which is usually what hurts artists when they get older.
