Not at all. The Hills, CFMF, and Starboy felt huge and were heard all over the radio. Hell, even that song he did for the Black Panther Soundtrack felt pretty huge.
Weeknd has too many iconic hits for a song to be bigger than him.
It's like asking if Hotline Bling is bigger than Drake due to how many times that song has been memed and remixed.
