Me liking the cold open is hating? the beginning not focusing on action and contextualizing the world will help the entire world and everything Joel+ Ellie do have more weight. In a show they aren't going to pick up notes or read context clues in the environment so the cold opens deliver that information.
You at least like the cold open of Episode 2 (the best part for me). Whole show the cold opens likely will be my fave part besides that

Her saying bomb the city itself wasn't that great but knowing that even though she knew they had to bomb cities she still wanted to spend remaining moments with her family and pretend everything was okay was key there.
Also her disbelief that cordyceps could survive in humans then seeing it for herself. That sense of dread that she acted well from just noticing how they prepared a slide.
If the show just showed Joel and Ellie or main characters including Tess and she says "they bombed cities to contain the spread" in passing you don't get the humanity feelings of loss as much as with the cold open.
I get you though I just happen to like "filler". I want to see humanity's story not just Joel and Ellies which is why when they meet bill and frank and other characters along my journey I am more interested in seeing those characters than just Joel and Ellie

You see the vision. Season 2 and 3 can spend a lot of time with characters other than Joel and Ellie
so that way no character just feels like a plot device or a character that dies in service of the main character
