For what its worth, Batman seemed to do and learn more about Gotham in 1 week of the film than he did the 18 months prior he was a vigilante.
Even in The Penguin a significant amount of character development and changes in Gotham, including the total wipeout of decades of mob families and infrastructure happened within a few weeks/month. And then Gotham's changed drastically too including new mayor, (likely) new DA and police chief, and an overarching new agenda for the city as its still reshaping from the crisis
I don't think the time difference they indicate matters as much as what they fit in the space. If this can all happen in that span i don't think its a reach Bruce/Batman can encounter a big shift off-screen during whatever caused him to be out the picture. I doubt its a full 180 but the end monologue of the last film made it clear changes were coming. Bruce playing a new public persona is the easiest of what's on the list imo
I think the way Bruce maneuvered in the first film worked how it did cus he was dealing with an underground environment and against the Falcone operation which was ran by a recluse.
The kingpin of the city now lives in a flashy penthouse and wants to downplay crime connections and float political ambitions. He'll prob only be accessible at extravagant, public facing parties and scenes. I think we're naturally getting into the higher status that Bruce will have to match with by acting as a playboy or even using Matches Malone. He doesn’t have a choice
