I think the script was done in September, then The Penguin came out and got massively popular then Matt went in to upgrade that role.

Then James saw the success of the Penguin and nudged Matt to rework it into the DCU and that’s where we are now.

This is all something I just made up in my head as I was typing

For all we know The Batman Part I could be reworked as more of a prequel in the DCU before the emergence of supernatural heroes and aliens
