Maybe not character driven but their the focus so when that aspect is lacking how is it a good film?

Ngl I don’t care about a “lack” of character development in this. Idc who these people even are. The audience is thrown into this crazy situation just like the main character was. We dont have to know everything about everyone to enjoy the movie
