The real reason why homelessness is allowed to occur in the richest country in the world is to scare people.
It is an economic gun to the head of the working class. Losing the ability to pay your rent means well you’re gonna sleep in the streets, you’re gonna sleep under an overpass, or there’s gonna be spikes on every flat surface to prevent you from doing anything other than lying in a gutter and then the cops are gonna come and beat your f***ing head in and set fire to your tent.
If that goes away and there was actually a safety net of social housing then it would prevent people from taking jobs on the terms of Uber or Doordash or some grocery store that says you have to work in a Covid hotspot getting coughed on for no benefits and s***ty pay.
(Please note I believe housing is a human right I'm just describing why our current capitalist system works against that idea)

What I am referring to in my post is the structural reason why that destruction had to happen in order to keep profits and military budgets high.
