Because they've been planning things out since 2022

• Superman: Legacy was announced shortly after James was announced to take over DC at the end of 2022
• DC Studios announced their initial planned slate in January of 2023, which Supergirl was the third movie announced
• Creature Commandos was a project that James was already working on that was changed up to fit the new DCU, same with Peacemaker S2. A Supergirl movie was being developed for the DCEU but was scrapped with the reboot. But it wouldn't be outside the realm of possibility that this one and the DCEU version would have been similar
• Ana Noguiera was announced to write this in late 2023
• Around that time they were casting for Kara in Superman
• Milly was cast at the end of January '24, around the time Superman was going to start shooting
• The director, Craig Gillespie was hired on in April 2024
• They started shooting at the end of 2024 for a June 2026 release

I wouldn't say that's churning anything out, it's executing on a plan. For a fact, this is now the second movie because the script for the original second DCU movie (The Authority) wasn't good.

James has made it a point to greenlight GOOD scripts. Hence why Clayface, even though it wasn't in the initial plan, was grenlit and ready to go because of how good the script is. That and it's a genreally lower budget film.
