access to water is a human right

whether this access is acceptable to be paid for is a whole different debate, but yes access to water is a human right and depriving someone of water deliberately is a violation of this right

providing water for a fee is not necessarily a violation, as assuming there is no meaningful intent to deprive, it will have to be priced at an affordable level, and the price mechanism is useful in rationing the scarce resource

but yes access to water = human right
