i just think about how we used to live not so long ago in our close knit societies; we would never let someone go hungry, or let someone sleep outside, no matter how little you had
hundreds of years later; and the amount of wealth we have.. it shows how barbaric it is to willingly deprave someone of these things ... when we as a society has so much surplus.. i used to think about this as a child...
one could argue it is because of this deprivation of food/water/shelter (work or die!) that we have generated so much wealth.. but when it comes to that.. for what benefit? is it worth that struggle?

access to water is a human right
whether this access is acceptable to be paid for is a whole different debate, but yes access to water is a human right and depriving someone of water deliberately is a violation of this right
providing water for a fee is not necessarily a violation, as assuming there is no meaningful intent to deprive, it will have to be priced at an affordable level, and the price mechanism is useful in rationing the scarce resource
but yes access to water = human right
