You can't really compare them, video game development and marketing in a completely different place than it was 20 years ago. The gap between VC and SA is two years, no developers dropping sequels on that scale in 2 years anymore

Plus wasn't Rockstar's hand kinda forced by the leaks? We all knew GTA 6 was in development but they probably wanted to get ahead of more s*** being revealed against their will so they dropped the first trailer

I think what Bethesda did with Fallout 4 is the perfect marketing strategy but most of these publishers wanna cash in on as much preorders as possible so they not doing that
