i can't shake the feeling of disappointment after learning that the game is kinda short. i was thinking since there are two different storylines and characters that it would be a bit longer tbh. i hear all the arguments about how RE games were never that long and that less is more sometimes but still

right on the money, my type of games are the soulslike, GoW, MGS, etc. so being used to these kinda makes it hard to enjoy shorter games lol, but I'm used to it now i suppose
How do these devs manage to optimize their games so well

It all comes down to pacing though. A game can be short, but still feel dense.
10-12 hours of something like Cyberpunk feels very different than 10-12 hours of something like Resident Evil 9.
It’s like a 90 minute movie vs a 3 hour long movie, or a 35 minute album vs a 60+ minute monster.

Well it is literally RE engine, it was originally tailor made for these games. On the other hand, it struggles a lot with the latest Monster Hunter and Dragons Dogma 2
