I would expect European countries to be the main financiers of a rebuild anyways since they stand the most to gain from a stable neighbor. Even if a greedy and “evil” investment fund like blackrock gets involved I can’t really argue against it if the alternative is no funds for rebuilding at all.

He flip flips because he lacks the courage to be a decisive leader, and doesn't want to be blamed for this inevitable collapse, which he absolutely will be because of the way he's handled this. Flip flopping in action doesn't change his core belief on the conflict. If he saw the winning route out or a PR victory to posture as a peacemaker, he'd go for it.
