    Btw, with that dam incident, no one major ended up coming to Ukraine's defense about it being Russia who blew it up. People got mad at Russia immediately, then realized that there wasn't much coming out that fully pointed at them, then the story just weirdly fell off. I remember a user getting furious at me saying this would happen

    If Russia is truly behind something, it wouldn't be Ukraine on their own telling us information that only they know and no one else

    i feel like you're reaching on some of this. Ukraine's offensive is largely being reported so far as one of few advances and overall stalling. At least this is the case in D.C. I'm sure for us that look much closer we see moves here or there but that isn't being seen as anything major. Even through the mutiny the Russian lines overall didn't buckle much

    It's Ukraine that's actually on a time crunch to make gains before the NATO Summit, facing questions about why things are so slow and having generals like Zaluzhny coming out of hiding to complain about lack of weapons

    Russia has occupied the plant since early in the war. We've spoken of the shelling on this plant for nearly a year now. Why exactly are they shelling themselves to cause a catastrophe now of all moments? Why not before, or in a couple months when there's potentially more critical advances? All of this a week before NATO meets?

    this is all fair and good. i’m not nostradamus nor do i expect ukraine to behave like some paragon of virtue in everything it does.

    However, i still do not see how this benefits ukraine. while you’re correct there will be pressure to make gains ahead of summit, sending a large swathe of troops into a radioactive death zone is just crazy. Zelenskyy could in that case face mutinies, his soldiers dying of cancer en masse (he would be disobeying every expert opinion to stay clear of the fallout) and potentially an uprising from the ukrainian side because people generally don’t like being ordered to get thyroid cancer

    All in all, it wouldn’t accelerate the counter offensive, it would just get rid of russian soldiers and create a zone ukraine can neither advance in nor rebuild after the war

    i’m not saying i’m 100% right and i don’t believe ukraine is above dirty war, but this appears extremely contrary to their interests to the point i don’t see why they’d do it

    so maybe both sides are at war and have an interest in spinning narratives - and people aren’t wrong for being sceptical of either because both have reasons to cap

    In a high-level example of the back-channel diplomacy taking place behind the scenes, Russian Foreign Minister Sergey Lavrov met with members of the group for several hours in April in New York, four former officials and two current officials told NBC News.

    Sitting down with Lavrov were Richard Haass, a former diplomat and the outgoing president of the Council on Foreign Relations, current and former officials said. The group was joined by Europe expert Charles Kupchan and Russia expert Thomas Graham, both former White House and State Department officials who are Council on Foreign Relations fellows.

    The discussions have taken place with the knowledge of the Biden administration, but not at its direction, with the former officials involved in the Lavrov meeting briefing the White House National Security Council afterward about what transpired, two of the sources said… the discussions have involved some former Pentagon officials, including Mary Beth Long, a former U.S. assistant defense secretary with deep experience in NATO issues, according to two people briefed on the talks.

    US to Send Cluster Munitions to Ukraine

    The United States announced on Friday that it will send Ukraine widely-banned cluster munitions as part of a security assistance package, a move Ukraine said would have an "extraordinary psycho-emotional impact" on occupying Russian forces.

    "We recognize that cluster munitions create a risk of civilian harm from unexploded ordnance," Sullivan told reporters. "This is why we've deferred the decision for as long as we could."

    "But there is also a massive risk of civilian harm if Russian troops and tanks roll over Ukrainian positions and take more Ukrainian territory and subjugate more Ukrainian civilians because Ukraine does not have enough artillery," he said.

    Cluster munitions are prohibited by more than 100 countries. They typically release large numbers of smaller bomblets that can kill indiscriminately over a wide area and those that fail to explode pose a danger for decades after a conflict ends.

    "Ukraine has provided written assurances that it is going to use these in a very careful way" to minimize risks to civilians Sullivan said.

    U.N. Secretary-General Antonio Guterres is against the continued use of cluster munitions, a U.N. spokesperson said on Friday when asked about the planned U.S. announcement.

    U.S. ally Germany said on Friday it opposes sending cluster munitions to Ukraine, German Foreign Minister Annalena Baerbock said. Germany is one of 111 states party to the Convention on Cluster Munitions. The U.S. is not a party to the convention.

    A 2009 law bans exports of U.S. cluster munitions with bomblet failure rates higher than 1%, which covers virtually all of the U.S. military stockpile. Biden can waive prohibitions around the munitions as U.S. President Donald Trump did in January 2021 to allow the export of cluster munitions technology to South Korea.
