In reference to that guy's tweet, I would hope the Ukrainian government is aware Russia was planning on attacking Odesa. It's one of the main places mentioned by Putin in his speech where he recognized the eastern separatist movements.

He specifically mentioned the Odesa airfield and the "US-built Maritime Operations Centre in Ochakov" (which is near Odesa)

Plus looking at events from today I see someone reporting that the Odesa airport was hit ~6 hours ago
