He has dropped very different projects in that time frame.
You are rewriting history quite a lot here. It is not Drakes fault hip-hop is in a bad place.
A lot of other people has to take some accountability in that.

Never said Drake is solely responsible. But he very obviously contributes to it. It's a group effort. Drake and the rest of his merry band of Atlanta artists who been dropping mid for most of this decade.
Future is probably the one exception because at least his projects are decent-good, but even then most of this projects this decade got the same exact kinda features. Do the deluxe album thing. Pretty much sound the same. And are bloated af with runtimes of 65-70mins.
If you're expecting something different to come from mainstream rap, Drake and many others, are probably not the ones to look to in order to deliver that.
