Yeah but its honestly an asspull, unlike other major revelations there were no foreshadows, unless you want to count who's who random comment on the gomu gomu from 20 chapters ago. It doesnt ruin the manga at all, after all i like the transformation at the end of the day. I loved last chapter's revelation because that was actually hinted throughout the whole manga, when instead the gomu gomu was treated by all characters, including the gorosei and im, as just one of the many fruits. Maybe in the future some of the issues i have will be fixed im not ruling that out

To be quite fair,
No one in the WG knew of Luffy’s existence until he rose as a pirate, and they treated him as a serious threat early on. I agree that maybe they should’ve sent an Admiral or something after him at the beginning of the Grandline to snuff him out, but they did try to have Kuma take him into custody at Thriller Bark. But ofc they didn’t think that Kuma’s ties with the RA would save luffy.

They did send a buster call to eliminate robin tho, and even then luffy had no problems making himself known by burning the wr flag in ennies lobby, punching a celestial dragon and trying to free the son of the king of the pirates, his brother. There were many occations they could've seen his powers and to catch him/kill him, or even later send admirals or whatever they had to get him. Even in wano, cp0 was originally there to still try and kill nico robin lol. Lets wait on what more oda has in store, but as of now im not convinced at all about the way its being handled

That on top of the fact that most of the questions we have will more than likely be answered this arc . They literally just did the plot twist this chapter . Later on will be a better indicator on if this plot thread narratively clicks or not

But also, to your point after everything in Enies Lobby, the arc RIGHT afterwards (thriller bark) had the Gorosei trying to PACK Luffy tf up by giving Kuma that DIRECT order via transponder snail. But we can argue that either the loyalty Zoro showed to his captain swayed Kuma to let him go, or if it was simply faith for that to happen since Kuma f***s with Dragon. And in Sabaody, Kizaru was deadass about to f*** everyone up singlehandedly if it wasn’t for Rayleigh/ The real Kuma who stepped in to ensure they got away.
And you know Akainu was relentless after killing that boys brother in front of him, he was like “you next Luffy, gimme those cheeks” but Luffy was able to escape again. So it’s not like they haven’t been trying to pack that boy up as soon as he started trouble
