It’s not really tied down to a specific year, moreso a stretch of years. I think the numbers were from the time someone is 13/14 to around their early 20s
If someone said Take Care was Drake's best work, while I don't agree, I wouldn't say they don't like music. Most people associate an artist's best work with the work that had the most impact in their lives.
There's people out here who think 2010 Drake raps better than 2022 Drake because he made their favorite music back then.

Drake’s flow/voice was consistently more exciting in the early to mid 2010s. His subject matter, beat selection and range as an artist was out there more as well. As much as I don’t really care for Views, even that had a wide range of versatility and excitement compared to now. He clearly turned into a business after the results of Views selling what it did more than caring about the art and because of that Scorpion and CLB have just been subpar and boring versions of the best types of Drake songs we’ve heard before. I think with HVNM & Her Loss he’s going in an interesting direction but only time will tell.
