they both shot but if Kelsey shot first that makes it more likely that SHE was the one trynna hit Meg
not saying Tory's right but if all he did was fire off in different directions and accidentally hit Meg while Kelsey was trynna kill her then that should take some of the blame off Tory onto Kelsey
