So he's not saying Tory's bullets hit Meg. But he's putting Tory in hot water by claiming that Tory shot the gun at all.

exactly we dont know who fired the bullet that led to meg being injured but i do think tory fired the gun at some point. but it was kelsey who was trying to shoot meg
