Loki/TVA is outside of time so he’s not in one of those timelines. At the end Mobius and Hunter B-15 also have a little conversation about “He just wants to let it all branch out?” So I assume this new Kang wants the multiversal war to start? He Who Remains also explained how he created the TVA to prune and make sure other Kang don’t exist, this one seems to be doing the opposite? I’m not 100% sure about these things
