There's still build up there. It's what they were doing with Kang, that's the MCU's style. Again, it's the point of a cinematic universe. What are we even arguing about right now? Do you seriously think randomly popping Doom in the story would be better than having them being a variant of a character we know that brings the whole multiverse saga together? This movie is 2 years from now
Kang had even MORE buildup than Thanos did. A central role in the Loki finale, a primary role in season 2, and the main villain of Ant-Man. That is real build up because there is no MacGuffin that the character is centered around. The MacGuffin is what the movies were primarily focused on building.
Thanos' character and motivations were all established in ONE FILM. It can be the same for Doom. It can be done in a single film with a brand new actor. I for one am curious to see what they do but this is clearly a nostalgia baity casting. Could it add to the story? Sure, but the quality writing has to be there for it to matter.
Thanos' appearances prior to Infinity War, broken down to their simplest aspects, are:
Turning his head to the camera at the end of Avengers
Being Ronan's boss in Guardians (with like a minute of screentime)
Grabbing a glove at the end of Ultron
What if any of those contributed to the character work done in Infinity War? Doom can be completely established in Doomsday. One film. Whatever he does will carry over to Secret Wars and Doomsday will be the film where we learn about the character and their motivations. It can work that way.
