There definitely was budget concerns because they were originally going to film in Chicago but didnt due to budget concerns. While at the same time they got Hugo Weaving. They got a mainly new cast which saved a lot of money but there are rumors Fishburne wanted more comparable to Reeves even on sequels so thats a lot of money to blow especially on something that many will watch on hbo max now
