no actually artist are paid according to their region. fo example drake has more streams in english countries,bad bunny in latin countries and taylor in china . but drake gets paid the most even if he streams less than them cause just like subs are regional so is the pay out to the artist

because all the services pay very different amounts.

1k youtube streams = $1.75
1k Spotify streams = $4
1k AM streams = $5

so if labels became forced to worry only about number of streams instead of quality they'd be forced to focus on gaining an audience on services with a lot more users (YouTube) but suffer money wise
