Billboard readjusted stream weight, yes, but it also inflated free streams by narrowing the gap from 1:3 to 1:2.5. All artists benefit from the adjustment, but we're seeing Drake has benefitted the most from these changes. Take Care and NWTS have literally hit new peaks on Billboard streaming charts.

His overall unit jumps and position jumps are due to paid streaming.
An example: If the Hot 100 increases streaming by 20% & digital iTunes sales by 25% both the same week, even if they increased iTunes sales a little more, all the biggest jumps would be due to streaming because nobody buys songs and that makes up <1% of points. Going from 1k sales to 1.25k sales is nothing. If a Drake song had the biggest jump it would not be because iTunes and indicate he has a higher rate of pure sales, it would be because the streaming is by far more used consumption and the point/percentage increase from it completely overruns the other.
