We can revisit this when Doja Cat makes a predominantly rap album that impacts culture and she starts putting up some all-time rap verses. Before then, she's a popstar who raps on the side. Ain't nothing wrong with that but she can't make a legit claim as a rapper till she starts doing it a whole lot more than she's currently doing.

Nah Drake has proved himself time and time again to be diverse and capable in both Rap and R&B scenarios. Even other genres too
While Doja is heavily skewed towards the Pop field in comparison to Rap
Doja could never make a song like 5AM in Toronto or The Ride which displays rapping capabilities like that
