I wouldn't say she isn't a rapper. She raps, so she's a rapper. She just can't claim that title the way others can (if that makes sense).

For instance, Drake has made rap, R&B, pop, dancehall, afrobeats music across his career. That doesn't mean he can claim to be a dancehall act or afrobeats singer. He can't even claim to be an R&B singer despite having several R&B songs in his catalog. His only legit claim is as a rapper because about 75% of his discography is rap. Some of those raps are melodic, but they're still rap. That's why he gets called a rapper. If he sang a lot more than he rapped, no one would call him a rapper and even with all the timeless rap verses he has under his belt, some people in hip-hop circles still don't consider him a true rapper because of all the melodic s*** he does lol.
