its very clear the plan in sept was to drop by the end of this year, and the plan has changed. No artist drops preorders this long before the album with no release date announced.

You don’t HAVE to legally put a shipping timeframe. It’s the right thing to do, but there is no legal obligation or law that requires artists to do so for a pre-order item.
Also, a lot of artists do the “ships upon album release” thing without an official timeframe. Kanye did that with Vultures and is doing it right now with Bully

I just don't get why you'd open preorders so early, drop 3 singles, then announce the album less than 3 weeks before it drops, I don't think it's enough for an artist like The Weeknd, but mayb ill be wrong this time.
