It could still be a while before they submit it, or they could have done it through the night. Either way, Kanye's done messing with the album now, his version is "finished" (unless he does some post-release changes like TLOP). We should hear it soon.

Apple Music have been heavily involved in the rollout up until now. For all we know, the label are negotiating with them the best time to drop. It's not like an independent artist uploading to DSPs and 8 hours later their song is available to stream.

MBDTF was great for rapping, but so was Yeezus. But for me, those 2 albums were more about his ability to make a SONG. Before 808s, it was a much more traditional "Producer makes cool beats with soul samples and raps his head off about things that matter over them". Now Kanye is more of an amazing all-round artist, but the raps were harder back then.
