Leto is like an A tier if not lower S tier actor and at tht level it’s almost impossible to play a bad joker.
It’s the most indulgent character a good actor could play. The limitations are usually more on the script side of things

He literally won an acting oscar for dallus buyers club in 2013.
He’s been in a bunch of other aclaimed arthouse films too. American psycho, requiem for a dream etc
At a minimum he’s definitely an A tier actor skill wise. He’s definitely the best actor in the film and the only one, apart from ben, who actually does “film films”

His performances in American Psycho, Blade Runner 2049, etc. are all nothing to really praise or give acclaim to. He's one of the least remarkable performances in Requiem for a Dream, even if he is pretty good in that. DBC is another very good role too, but very little else that he's done is fantastic or on that level.
He's a passable actor, but acting like he's A-tier is too much lol
Ezra Miller is also in "film films" whatever that means.
