I feel like no matter how much "planning" someone does, ultimately they follow the money. The dark knight does well now every movie has to be like that. Suicide Squad does well then every movie has to be like that. Avengers is poppin, every flick gotta feel like a marvel joint. Streets want Zack back? OK we go with Zack again.

Bet if they let Zack do a JL part 2 and it does less than a billie they'll hire someone else to do part 3
