I thought if you were a photographer and you took an image of someone, you owned that image and can do what you please with it. If Jay Z didn’t want it exploited then he should offer to pay for the images.
I would assume the person taking the photos, you know setting up the shots developing and editing the photos, owns the rights to the photographs...Jay being weird.

Jay Z has a case if he owns the image rights.
However, I doubt back in 1996 he had any idea on how important it is to own these images. Plus he had no idea how big he would be. If I'm not mistaking Jay Z didn't own the reasonable doubt matters until recently after purchasing them.
This is a common fight between photographers and a subject. The photographer has barely any rights unless their contract states they can reuse the images.
However, sometimes the photographer is protected if the contract clearly states they own the images not selected by the client.
