The Kings, Prophets etc. were all predestined to become that. Freewill exists on how well you keep the Law during your dispensation of rulership.

We are born with genes we didnt choose, in an environment we didn't choose. These circumstances affect greatly (or completely) the way we make our first decisions, upon which all our future decisions will be based, so how would there be a free will?

if you're an adventurous person you'll "choose" to fly across the country
if you're not you'll "choose" to stay home and play apex
both decisions were made based on your personality, which is based on stuff that was out of your control
even if you tried to trick the game and choose the opposite answer at random, that decision was also because of your personality. which was still prior experiences + genes
