I think there's two possibilities. Either Larys got to him or he was imprisoned by the Tyrells/Tarlys as they support Rhaenyra's claim and they're from the Reach and Otto went to treat with them.

HBO have the Last of Us 2 and A Knight of the Seven Kingdoms (Another GoT spinoff) next year so I'm guessing that's why

Other than having those other high budget shows like the guy mentioned, HBO is also in a way worse financial situation than where they were at that point in time. Im sure that hurts the turnaround time too

I think it would helped alot with the shows pacing, but they prolly wanted to have dragon fights right away for the ratings

I also think this show is gonna have to do a lot of heavy lifting to show HBO that these GOT spinoffs are financially viable. So they probably streamlined the f*** out of it
