They're basically trying to Americanize the European style of competition. In European football, if you finish in last in the domestic league, you get relegated to the 2nd division. If you do well and finish at the top of the league, you qualify for the Champions League.

This is basically saying "fuck all of that, us owners can lose too much money on that if our team does badly, let's do like the NBA or the NFL does and make our own league that will ALWAYS have the same teams and the same matchups and will then dwarf the rest of the competitions over time because of the money involved

English sport has always been based on performance and merit - to strip all that away because of American/foreign owners who have no concept of the sport/clubs other than what they own being a money spinner is so painful to watch.
