It doesn't mean anything about their worth in terms of artistry, but just how how the fandom and general public feels the artist. This leads to very direct ways in setting up a tour.
If Drake could easily sell out a stadium tour, he would, because you don't do a stadium tour unless you are sure you can make it worth it.
As popular as Drake is now, it's not anywhere near to what he was in the past, and even then, he wasn't close to doing stadium tours.

If there was a tour, and sold on short notice, then that would explain why it did not sell out
