Nah in the Netherlands it's about 75% of the IC patients that are unvaxed, despite them being like 25% of the total population, so domestically it's mostly definitely about getting the vaccine.

Yes the US has a higher proportion of infections, but that's still only 20%, the vast majority comes from other countries. And in addition to that in Western countries it's now a matter of whether people want to take the vaccine or not, not because of the availability of the vaccine, the Global South simply does not have the access. So loosening restrictions on ip and sending vaccines early enough so they don't arrive when they're already expired is crucial.
