One, you'd have to create a huge database of all women who have ever gotten an abortion, hell maybe even gotten pregnant. this is huge government oversite and completely Orwellian.

Two, besides that invasion of privacy, you'd have to have women disclosing why they are getting the abortion, since you allow for some exceptions. So now women who may not be comfortable talking about their sexual assault (rape, incest etc.,) may be forced to disclosed it.

And if more women are reporting, that means more tax payer dollars for potential criminal trials that very often go nowhere in terms of rape cases. It also means you'd have to take steps to dismantle rape culture because the way women are treated in this process is often complete and total bullshit.

Third, you'd be creating unnecessary bureaucracy.
