Let's be fair. He's not saying that it's the woman's fault if she gets raped. The rapist is the culprit and should be buried alive and there is no dispute about the guilt of the rapist and the innocence of the victim. He's just talking about precaution, making wiser decisions to minimise the risks as much as we personally can because there are actual sickos out there looking for their next victim.

I would love to live in a world where I could walk around with expensive jewelry butt naked through a neighborhood at night and have nobody bat an eye, but realistically, we do not live in such a world, and therefore I should be more cautious. Should I have to do that to feel safe? Ideally no, but realistically, knowing what potential dangers there are out there? Yes, I should. It is the most wise thing to do if I want to be as safe as I possibly can, and it's what all parents tell their kids to minimise all kinds of risks that their kids might be exposed to in this world to the best of their ability.

Now despite all precautions we might take, there is no guarantee that you and I are ever going to be completely safe, but that does not mean there's no point in being cautious, and we still advise our loved ones and others to be cautious about certain situations. You can wear a seatbelt and be a safe driver and still end up in a car accident because of another driver. That doesn't mean you should stop wearing your seatbelt and drive less safely though.

As the quote says, the ‘conventional wisdom’ (which to me felt more natural) is that it’s the women with provocative clothing (or lack of clothing to be frank) that would get sexually assaulted (raped). It seems they are not targeted to the extent that I had thought, so I appreciate you bringing that to my attention. That doesn’t however mean their risk of being targeted goes down to zero and I still believe it is always better to be on the side of caution, whether you’re more likely or less likely to be a target.
